Procedure for Maintenance Assessments - effective January 1, 2009
All State Referees, both Grade 6 and Grade 5, must successfully complete a Maintenance Assessment annually. The SRC will pay for the first Maintenance Assessment each year. If your Maintenance Assessment is deemed “Not Acceptable” or “Not Ratable” you will need to send a check payable to WRDA ($40 for Grade 6 and $45 for Grade 5) to the SDA before a new voucher will be issued.
Maintenance assessments during regularly-scheduled league matches
Your request for maintenance assessment is just like any formal assessment request.
Contact an assignor to get a match for a Maintenance Assessment. Let your assignor know that you will use the match for a Maintenance Assessment.
Contact a State Assessor who did not assess you in your last Maintenance Assessment. Or, if this is your first Maintenance Assessment at your present grade, contact a State Assessor who did not assess you during the Upgrade process to your present grade.
All games used for Maintenance Assessments must be full length (90 minutes), have three officials using the diagonal system of control, and be the correct level of play while using FIFA/USSF rules of competition
All Maintenance Assessments must be completed within the State of Washington and by a Washington registered USSF State Assessor, unless cleared in advance by the SDA.
Both the referee and assessor must contact the SDA with the following match information:
a. Date,
b. Time,
c. Field,
d. League and Level of Play,
e. Team Names,
f. and Assessor’s Name.
All match information must be received and permission granted by the SDA prior to the Thursday before the scheduled match. There will be NO LAST MINUTE VOUCHERS so plan ahead and give yourself plenty of time.
When you receive you voucher, reconfirm with the assessor that you have a voucher for the approved match. You must sign and give that voucher to the assessor before the match – no voucher and there will be no assessment; plus you will owe the assessor their match fee.
Your assessor will tell you at the field whether you Passed, Failed, or the match was Not Ratable during the debriefing. You should receive a “Feedback” form from your assessor within seven days, if you do not receive this form contact your assessor.
- If you Passed your assessment, attach a copy of the “Feedback” form that you received from your assessor to your Washington State Recertification Form when you register for the next year.
- If you Failed the assessment, you will need to pass ONE additional assessment at that same level of competition and with a new assessor. You will also need to pay for the additional assessment before another voucher will be issued.
- If you Fail a second time, you will need to pass TWO assessments for the second failure in order to retain your present grade. You will also need to pay for the additional assessments before another voucher will be issued.
- If your game is deemed “Not Ratable” by the assessor you will need to pay for the additional assessment before another voucher will be issued.
- To pay for these additional/replacement assessments send a check (payable to WRDA) to the SDA.
- You may not use the same assessor more than once during this process unless directed to or given permission by the SDA.
Maintenance Assessments at Sanctioned Tournaments
Prior to the tournament, you must receive permission from the SDA to have a Maintenance Assessment performed at that event. You must ask for permission in writing (an Email is permissible) before you leave for the tournament. Give yourself plenty of time to get this done. The time to request permission from the SDA is once you know that you are going and have already received permission to go to the tournament by the SRA.
Once at the tournament site, notify the tournament referee assignors that you want a Maintenance Assessment to be done at this tournament. Show them the email from the SDA that you have approval to do this. NOTE: All games used for Maintenance Assessments must be full length (90 minutes), have three officials using the diagonal system of control, and be the correct level of play while using FIFA/USSF rules of competition.
When the referee arrives at the assessment match, an approved assessor will be assigned by the Tournament Director of Assessors.
Give the assessor two addressed and stamped envelopes: One with the SDA’s address for the “Assessment of Game Officials” form and one with your address for the “Feedback” form.
- After the match the assessor will have the normal seven (7) day period to submit the appropriately completed assessment forms along with the signed and completed voucher to the SDA and the feedback forms to the match officials.

If you do not receive a “Feedback” form from your assessor within seven days you should contact your assessor. The assessor may send the “Assessment of Game Officials” form to the SDA by Email but the “Feedback” form to the referee must be sent by US Mail.
As above the Pass/Fail and Not Ratable match restrictions are in effect. |
