Youth Rule interpretations
These guidelines will help you interpret four of the most asked-about Washington Youth Soccer rules.
SubstitutionsSubstitutions are allowed, for both sides, during any stoppage of play at the discretion of the Referee.

Casts, Prosthetic Devices and pre-existing Medical Conditions.Casts and Prosthetic Devices are permitted subject to the approval of the Referee with regard to safety.
If a player has a known medical condition such as asthma or is recovering from an injury of some kind, the decision to play is left to the parents and coaches and doctors. This decision is not the responsibility of the Referee.
Point of emphasis that this is an interpretation that removes the referee from any liability. Head protection gear, like the Full-90, is acceptable for players to wear during matches.
This is the text of Washington Youth Soccer Rule 301.5.
- Theory & Background

JewelryPlease note that Rule 301.5 is SILENT with respect to Jewelry, whereas in the past it specifically stated that jewelry was not allowed. This silence should not be taken as to condone wearing jewelry, because that is NOT the intention.
Rather the intent is to remove references to specific rules that are already covered in the FIFA Laws of the Game. Therefore Jewelry is NOT allowed in Washington Youth Soccer play.
The only exceptions to this rule are medic-alert bracelets or necklaces, which can be worn but must be taped securely to the wrist or chest, with the medical information visible.
Referee assignments for all State Cup competitionAll referees appointed (assigned) to all matches in the Commissioners' Cup, Challenge Cup or Championship Cup matches will be assigned by a registered USSF Assignor through a recognized Referee Association or Referee Chapter. Recognition comes from the State Referee Committee.
